Delhi's economy is unlike any other Indian city's because a meaningful share of it exists to serve government — the National Capital Territory hosts the central secretariat, dozens of ministries, hundreds of public sector undertakings and autonomous bodies, and the full diplomatic corps of foreign missions and embassies based in Chanakyapuri. Around that core sits a large ecosystem of national trade bodies, industry associations, consultancies, and law firms whose day-to-day work involves government liaison, policy documentation, and compliance reporting. That government-adjacency is distinct from what drives most Indian cities — the demand isn't primarily for e-commerce or manufacturing software, it's for record-keeping systems, vendor and tender documentation, and workflows built to survive audits and RTI requests, which most organizations still handle through a mix of physical files and disconnected spreadsheets.

Government procurement in India increasingly runs through the Government e-Marketplace (GeM) and departmental e-tender portals, and Delhi, as the location of most central ministries and PSU headquarters, is where a large share of that procurement activity concentrates — vendors bidding into GeM or department-specific tenders need clean product cataloguing, bid documentation, and order-tracking systems to compete at any scale. Beneath both of those layers, Delhi runs one of India's densest retail and services economies — wholesale markets like Sadar Bazar and Karol Bagh, a large hospitality and events sector, and a huge base of small and mid-sized service businesses that rarely make it into conversations about 'Delhi business' but represent most of the city's actual commercial activity. Most of these retail and services businesses still run billing, inventory, and customer records manually or on basic accounting software never built for their scale. Between government-facing organizations needing compliance-grade systems and retail or services businesses needing basic digitization, Delhi's software needs are broader and more varied than its reputation as a government town suggests.
